from dividends paid by one or more companies, being residents of the People's Republic of China, more than 25 per cent of the capital of which is owned by the first-mentioned company, which themselves derive their receipts exclusively or almost exclusively from one of the following activities carried on in the People's Republic of China: producing or selling goods or merchandise, giving technical advice or rendering engineering services, or doing banking or insurance business.

If a party disagrees with this handling decision, it may bring a suit before a people's court within 15 days from the day of receiving the notification of handlings according to the Administrative Procedure Law of the People's Republic of China; if, at the expiration of such a period, the infringer has neither brought a lawsuit nor performed the decision after the period expires, the administrative department may apply to the people's court for compulsory enforcement of its order.

The operator of foreign civil aircraft mentioned in the preceding paragraph shall, in accordance with the provisions of the laws and administrative r, ules and regulations of the People's Republic of China, formulate corresponding plan of security and submit it to the competent civil aviation authority under the State Council of the People's Republic of China for the record.
