个案研究

As an official in ICSE of Miaoli County, the author of current study has participated in the supervision, scrutinization and special task examinations of many MATS cases in a variety of organizations and schools. Based on the information accessed in recent years, typical, unique, specific, and differential cases are selected and studied to get a clear overview of current MATS status. Moreover, difficulties, barriers and background reasons are explored. Counter measures are also proposed for future modification and rectification of MATS regulations and for bringing in benefits and preventing the malady by ICSE in order to provide a soul and healthy procurement environment.

是以，本研究试图基於作者任职於地方政风单位之立场，谨就近年来政风机构参与监办、业务稽核、专案清查苗栗县辖各机关学校之最有利标采购个案所见之办理情形，审慎选择具有代表性、可比较性、具差异性、具特殊性之案例，佐以本研究所发展提列之研析指标，进行苗栗县辖最有利标采购办理现况之评估和诊断，以厘清了解其中之困难或障碍，并就发现之疏失态样延续探讨其成因背景、未来改善对策以及政风单位可参采之兴利防弊作为，期供尔后策进采购作业或法规研修之参考，进而促使廉能采购环境得具体实现。

The result shows that there have been three different categories of interpretation (MIS manager, board masters, general users and system developers) toward the KMS technology.
