These Procedures are formulated in order to implement the Decision made by the Standing Committee of the Shanghai Municipal People's Congress on the Revision of the Regulations of Shanghai Municipality on Road Traffic Administration and to strengthen step by step the administration of motor tricars (including special motor tricars for the disabled, the same below).

为了实施上海市人大常委会《关于修改＜上海市道路交通管理条例＞的决定》有步骤地加强有动力装置的三轮车（包括有动力装置的残疾人专用车，下同）的管理，制定本办法。
