The article, first and foremost, sets a theoretical framework by expatiating the relating theory ranging from the characteristics of the commonage of civil sanitation and the relationships between civil sanitation and the government or market. Secondly, along with summarizing the principles and practices at home and abroad in the field of performance evaluation of civil sanitation enterprise, the article also points out the deficiency of Shaanxi in this aspect. Additionally, it consummately construct a performance evaluation index system for Shaanxi civil sanitation according to the factual situation by using following methods such as combining qualitative analysis and quantitative analysis, basic theoretical analysis and cases application analysis.

本文首先对公共卫生的公共物品特性、市场与政府在公共卫生服务中的定位等相关理论进行了阐述，为研究奠定了坚实的理论基础；其次，在吸取国外开展公共卫生管理绩效评价先进理论和实践经验，总结我国在此方面工作不足的基础上，建立了公共卫生绩效评价模型和评价指标体系的框架；第三，运用所建立的评价指标体系的框架，分析了陕西现有公共卫生事业管理绩效评价指标体系所存在的不足，并进行了原因分析；第四，结合实际情况，运用定性分析与定量分析相结合、理论基础分析与实证应用分析相结合的方法，完善了陕西公共卫生事业管理绩效评价指标体系。

Deflation has been paid close attentain to by academic circles and govern ment departments around the globe.On the basis of investigating the related literature of deflation at home and abroad,the auther of this paper puts emphasis on studying China"s deflation,including its cause of formation,mechanism of the formation and effectiveness of monetary policy during deflation by qualitative and quantitative analyses,positive and normative analyses,theoretical analysis and case confirmation;then points out the orientation of China"s monetary policy by raising the efficiency of monetary policy in the future and avoiding deflation.

Binding states between modified flax fabrics and anion dyes have been investigated by infrared spectrometry, X-diffraction, peeling of color and experiments on water proofing of modified flax fabric with taking reactive red X-3B, direct Chinese red 6B and acid yellow G for examples. The results show that binding force between modified flax and acid dye is coulomb's force, and besides hydrogen bond and gravitation among molecule, electrovalent bond has been formed among direct dye and modified flax.

以直接枣红6B、活性红X—3B、酸性金黄G为例，采用X光衍射法、红外光谱法、剥色实验及织物表面防水实验，研究了改性亚麻织物与阴离子染料之间的结合状态，结果表明改性亚麻与酸性染料之间主要靠离子间的库仑力结合，与直接染料之间在形成氢键和范德华力的基础上，还形成了离子键结合。

The five prosthetic groups (FAD, [2Fe-2S], [4Fe-4S], [3Fe-4S] and heme group) required for electron transfer from succinate to ubiquinone were unambiguously assigned into the electron density map. Besides, we find there are some electron densities around the Qp pocket at the matrix side and we believe it represents the head structure of ubiquinone, which is proved by the inhibitor bound structure that 2-TTFA just locating at the Qp site. At the same time, we find there is the second 2-TTFA binding site, locating the inter-membrane side. This finding will change our knowledge about the electron transfer inside Complex II and the ubiquinone transfer between Complex II and Complex III, and endow a new role of Complex II in electron transfer chain.

Relying on both dynamic and static analysis methods,both microstructure and macrostructure analysis methods,both on-line and off-line analysis methods,as well as both along-line sampling and die sampling techniques,the author of this thesis studied and developed an on-line microscopic system,the on-line rheometers and the on-line samplers which are used in single screw extruding process for the first time. Based on the analyses of a plenty of experimental results, the thesis mainly discussed following several questions: solid-bed break-up phenomenon on macroscopic scale,melting and deforming mechanism of a solid particle on small particle scale,and polymer morphology on microscopic scale.
