This study mainly focused on the water resource and environmental crisis, which are all caused by agricultural irrigation in Inner Mongolia irrigation area. Based on the balance of total water quantity between ground water, underground water and soil water, a study was made on the water quantity varieties in the headraces and offtakes, and the affection of the water cycle under the human activities was quantitively caculated.
