Subject to the conditions of this section and to such terms and conditions as the Administrator determines to be necessary to carry out the purposes of this title, the Administrator is authorized to guarantee, and to make commitments to guarantee, the principal and interest (including interest accruing between the date of default and the date of the payment in full of the guarantee) of any loan, obligation, or participation therein of any State, municipality, or intermunicipal or interstate agency issued directly and exclusively to the Federal Financing Bank to finance that part of the cost of any grant-eligible project for the construction of publicly owned treatment works not paid for with Federal financial assistance under this title, which project the Administrator has determined to be eligible for such financial assistance under this title, including, but not limited to, projects eligible for reimbursement under section 206 of this title. No guarantee, or commitment to make a guarantee, may be made pursuant to this section—(1) unless the Administrator certifies that the issuing body is unable to obtain on reasonable terms sufficient credit to finance its actual needs without such guarantee; and (2) unless the Administrator determines that there is a reasonable assurance or repayment of the loan, obligation, or participation therein. A determination of whether financing is available at reasonable rates shall be made by the Secretary of the Treasury with relationship to the current average yield on outstanding marketable obligations of municipalities of comparable maturity.

In this study,under laboratory conditions,using traditional microbiological culture method,select the Pb2+ stress training of Pistia stratiote and Myriophyllum spicatum L. under water culture, through the changs of root- microbial of Pistia stratiote and Myriophyllum spicatum L.,the results show that bacteria,fungi,actinomycetes have different concentrations under Pb2+ stress. In the past 3 years, we have made the following progress:（1）we devised some theoretical schemes performing quantum information processes in encoded subspaces under the condition of general interaction models;（2）considering some practical physical systems,we provided some more efficient schemes performing quantum information processes under actual physical conditions;（3）we studied the stability of the entanglement in 2-qubit system under several decoherent environments;（4）we studied the optimal successful probability of some kinds of nondistortion quantum interrogations in quantum subspaces;（5）we also investigated some fundamental questions in quantum information fields such as quantum channel,quantum teleportation etc.

Based on the national tenth five magnitude project — Suzhou City Water Environment Improvement and Synthesize Demonstration item, we carried out the static simulation test and the dynamic simulation test under the condition of heavy pollution loading rate and low transparency and dissolved oxygen in polluted river of suzhou ancient city district. These investigations were on the base of the formers' work. We analyzed the purification effects and rules of plant floating-bed technology on polluted river water, and also applied the technology to purify the polluted river water in Miaojia River. Conclusions were summed up in the following:The dominance plant option test was carried out among Oenanthe javanica, Lolium mutliflorum and Allium sativum under low temperature condition. The results showed that the Oenanthe javanica was the dominance floating-bed plant under low temperature condition. Its net removal rate of TN、 NH_3-N、 TP、 COD_ were 51.3%、 65.2%、 55.6%、 57.6%, respectively, and inhibition rate of algae reached 92.3%.

本论文以国家863重大科技专项——&苏州市城市水环境质量改善与综合示范&项目为依托，在前人研究的基础上，根据苏州古城区污染河道污染负荷重、透明度及溶解氧低的实际情况，通过静态、动态模拟试验，研究了植物浮床技术对污染河水的净化效果及规律，同时在苏州古城区内的苗家河开展了植物浮床技术净化污染河水的示范应用，得出了以下结论：(1)低温条件下对水芹菜、多花黑麦草、大蒜三种浮床植物筛选的试验表明：水芹菜是低温条件下浮床植物的优势种，其对TN、NH_3-N、TP、COD_的净去除率分别为51.3%、65.2%、55.6%、57.6%，对藻类的抑制率达92.3%。

During the early growth stage of seedlings, basal stem diameter and paripinnate number were decreased with the increasing of shade, taproot length, root : shoot ratio, total dry weight and leaf area per seedling were maximal under 37.3% NS, specific leaf area was increased with the increasing of shade, but the relative growth rate was declined. Seedlings grew fastest under 0.6% NS, suggesting that nutrients stored in seeds played an important role at the early growth stage. The treatment of 37.3% NS was best for established seedlings in seedling height, basal stem diameter, paripinnate number, rachis length, the maximum sub-leaflet number of individual paripinnate, leaf area per seedling, relative growth rate and net assimilation rate. Light intensity was positively correlated to total dry weight, and negatively to specific leaf area. The maximum of SLA was observed under 15.5% NS.

The mixture standard solution of CTC and OTC was added in fresh chicken feces at the concentration of 0.5, 1.0 and 4.0ug/ml respectively. The chicken feces were divided to two groups,one were put in the incubator under photophobic condition; another were under the natural illumination.Samples were collected after 0, 0.5, 1, 2, 3, 5, 7, 9, 12 and 15 days, The concentration of chicken feceswas determined by HPLC. According to the theory of degradation kinetics, we fitted the changed trendof concentrations in chicken feces under different time and studied the degradation characteristics ofchlortetracycline in chicken feces.
