First, it designs a model of medical care price level regulation in China. The model is based on the natural monopoly price level regulation theory and model, considering the particularity of medical care service market, the main problems of medical care price regulation in China, the change of price index, the imbursement for the cost of service provided to the poor and the information held by the regulator. Second, the mode of medical care provider payment is seen as an important part of medical care price regulation content, and the impact of different payment system especially diagnostic related groups system on medical care costs and quality are analyzed. This develops the basic theory of medical care price regulation to some extent.

一是以自然垄断产业价格水平规制理论和模型为基础，结合医疗服务市场的特殊性与我国医疗服务价格规制的实践，对医疗服务价格水平规制的基础进行深入分析，综合考虑物价指数的变动、为弱势人群提供医疗服务的成本补偿以及医疗服务价格规制者掌握信息等因素，提出我国医疗服务价格水平规制的理论模型；二是将医疗费用支付方式作为医疗服务价格规制的重要内容，并从规制经济学的角度对不同规制模式尤其是按病种预付制对医疗费用和医疗服务质量的影响进行了理论分析，在一定程度上拓展了医疗服务价格规制的基本理论。

The five Micro-payment Mechanisms compared with Quantization, and the analysis shows that the new Mechanism has low computational complexity and uses less memory. The new method solves the problem of taxes in Micro-payment. It can protect users without the fraud and it has anonymity. Consequently, it achieves indiscriminative traffic between customers and manufacturer.

Based on the hypothesis of Brands, this thesis presents two off-line electronic cash system applied to small payment: one is an off-line nondivisible electronic cash system with complete anonymity, and the other is an off-line nondivisible electronic cashsystem with repealed anonymity. The two systems can solve the bottleneck problem of bank server. Furthermore, based on the concept of virtual debit as well as the payment demand of pay-per-use electronic commerce and mobile commerce, this paper designs a micro-system NPAY, which can solve the problem of extra-consuming, greatly reduce the system communication overhead, and the consumer can anonymously consume.

By this way, it can be seen that the risks of natural disaster and accident can be transferred by construction insurance and that man-caused risks by construction bond. Furthermore, this paper studies the legal problems in the implementation of construction insurance and bond system and the correspondent laws that need to be improved. With reference to construction insurance, it is compulsive to carry out Contractor"s All Risks, Erection All Risks, Employer"s Liability Insurance, Supervisory Engineer/Designer Professional Liability Insurance and Maintenance Insurance. As for construction bond, it is suitable to take the method of surety bond and implement obligatorily Bid Bond, Performance Bond, Employer Payment Bond and Contractor Payment Bond. In addition, this paper analyses the problems in the implementation of construction insurance and bond system in China and presents corresponding solutions. In the end, it provides a method by option price theory to estimate the costs of construction bond.

本文首先借鉴国外工程保险和担保制度，通过工程保险可以有效的转移自然灾害和意外事故风险，通过工程担保转移各种人为风险；其次研究了在我国实行工程保险和担保制度存在的法律问题和需完善的相关法律，提出在工程保险方面，应强制实行建筑工程一切险、安装工程一切险、质量保修保险、设计/监理责任险，在工程担保方面，宜采取保证担保的方式，强制实行投标保证担保、履约保证担保、业主履约保证担保和付款保证担保，分析了在我国实行工程保险和担保制度存在的问题，提出相应对策；最后运用期权价格理论给出了确定工程担保费用的一种方法。

Nowadays, most of research are to build a transmutative Petri Nets through adding controlling place sets, controlling arc sets and controlling policy to the basic Petri Nets, while the Controlled Petri Nets could be used to argue many controlling theory problems conveniently and to induce many logically and physically supervisory and solve the Event Feedback Controlling Problems and State Feedback Controlling Problem in DEDS supervisory theory.
