Chapter One provides an overview of the precondiction of responsibility of international organization, and the main contents include the definitions of international organization and its relationship vis-à-vis state and the legal basis of the responsibility of international organization. Chapter Two discusses the constituting elements of the responsibility of international organization. i.e. the international wrongful act of international organization, and the attribution of the conduct attributable to international organization. Chapter Three deals with the undertaking of responsibility. It explores two aspect: the responsibility undertaken by the international organization per se and the responsibily undertaken by the member states of the international organizations. This charpter aslo provides an overview of the content of responsibility and the circumstaces precluding wrongfulness. Chapter Four deals with the Future of the responsibility of international organization. This Chapter discusses the present situation and the future of the international law of international organization responsibility, but aslo gives some discussion on the issue of the responsibility of the non-governmental organizaions.

第一章"国际组织责任的前提问题"主要内容包括国际组织的界定及其与国家在承担责任上差异以及责任的法律依据；，责任的法律依据；第二章"国际组织责任的构成要件"论述了国际组织责任的两个构成要件，即国际不法行为和行为可归责于国际组织；第三章"国际组织责任的承担"主要论述了三个方面的内容，一是在国际组织的不法行为引起责任的情况下，其成员国是否以及如何对第三方承担国际责任及责任形式，二是承担责任的内容，三是责任的免除情形；第四章"对国际组织责任法律制度的展望"主要对国际组织责任法的未来进行了简要的阐述，并且对非政府组织的法律责任问题进行了简单的展望。

This chapter holds China as a host country.(1) It analyzes the data concerning FDI in China and import and export of foreign investment companies, concluding that the foreign investment companies in China have large-scale internal trades.(2) After analyzing the traits of processing trade itself, the development history and traits of processing trade in China, a conclusion is drawn that a large amount of internal trades are contained in the processing trade. It also analyzes the impact of this internal trade on the import and export trade, international balance and international industrial competitive in China.(3) After analyzing the technological structure, absorbent, innovation of FDI utilization in China, the strategy of "exchange market for technology" and pollution concerning the technology introduction, some conclusions are drawn that many severe problems, such as the low-leveled technology introduction structure, low popularizing and innovating rate of technology, market occupation of foreign products, pollution accompany foreign investment, are all have close relationship with the motives and functions of the internal trade.(4) According to the problems and their influences internal trade have on China, suggestions are put forward that China should control internal trade through transferring price, localization and policies attracting foreign investors.

从中国作为东道国的角度，（1）通过对中国引进FDI及外商投资企业进出口贸易的实际资料的多视角分析，得出结论：中国境内的外商投资企业的内部贸易规模是巨大的；（2）通过分析加工贸易本身的特点、我国加工贸易的发展历程、我国发展加工贸易的特点，得出结论：我国利用FDI中的加工贸易包含着大量的内部贸易，并通过实际统计资料，分析了外商加工贸易中内部贸易对我国进出口贸易、国际收支平衡和国际产业竞争力的影响；（3）通过对我国利甩FDI中所引进技术的结构、消化和创新以及&以市场换技术&战略和技术引进中的环境污染等方面的分析，得出结论：技术引进结构低下、技术的传播、波及和创新效应低下、外商产品对中国市场的挤占、外商投资企业所带来的环境污染等重大问题都与跨国公司的内部贸易的动机和功能有关；（4）针对跨国公司内部贸易所产生的种种问题及影响，分析了中国重点应从转移价格、当地化和吸引外资政策三个方面对内部贸易进行管理。

In view of the management strategy of Publishing House A and its present human resource management situation, which is characterized by human resource department still functioning mostly in just giving advice, organization structure unadaptable to the companys development strategy, lack of systematic personnel training, short of viable performance appraisal system, unsound motivation of compensation system, the author, by using the theories and methods of the subjects such as human resource management, organization behavior, accounting, strategy management, investigation and data analysis and statistics, brings forward 6 human resource strategies: to establish human resources management type playing strategic guidance, to change the organization structure from a decentralized line-of-business organization structure to amatrix one, to establish a learning organization, a scientific performance appraisal system, an all-round motivation mechanism and a human resources precaution and alarm system.

本文根据A出版社的经营战略，针对A出版社人力资源部门的作用仍然停留在职能、参谋部门；组织结构不能适应组织的总体战略要求；培训体系尚不完善；缺乏一套切实可行的绩效考核体系；薪酬体系的激励作用不明显的实际情况，运用人力资源管理、组织行为学、会计学、战略管理学、调查与数据分析、统计学等其他边沿学科理论和方法，笔者提出了六条人力资源战略：建立战略导向型人力资源管理；直线职能制组织结构向矩阵式组织结构的转变；建立学习型组织；建立科学的绩效考核体系；建立全方位的激励机制；建立人力资源预警系统。

A number of research outcomes were concludedThe main conclusions: 1 the capital intensive, recourses intensive, scale-based benefit, high pollution and high industrial correlativeness are five most influential factors in paper industry; 2 theoretically, resources endowment, financing ability, quality of enterprise, structure of industrial organization, relevant industries, and the institutional environment are six key components of competitive power for regional paper industry. Among them, quality of enterprise, financing ability and the structure of industrial organization are the key elements for regional competition in paper industry; 3 the assessment of the competitiveness power of Fujian paper industry has showed that during 1999-2005, the competitiveness power of Fujian paper industry was stable; 4 financing ability and the structure of industrial organization have positive impact on the competitiveness power of paper industry; 5 The SWTO analysis shows that the advantage of Fujian paper industry is resource abundance, however, the disadvantages are financing ability and the structure of industrial organization.

主要结论有：①资本密集、资源密集、规模效益显著、污染型、产业关联度大等5个方面是造纸产业最为重要的5个特性；②从理论上分析，区域造纸产业竞争力的主要构成要素包括资源禀赋、融资能力、企业素质、产业组织结构、关联产业与制度环境等6个要素，其中企业素质、融资能力与产业组织结构是区域造纸产业的核心要素；③从福建省造纸产业综合竞争力的纵向测评结果来看，1999-2005年福建省造纸产业综合竞争力的表现较为稳定；④融资能力与产业组织结构对区域造纸产业竞争力具有显著的正向影响作用，它们是区域造纸产业竞争力最重要的影响因素；⑤根据SWOT分析结果表明，福建省在资源--对区域造纸产业竞争力影响有限的因素—拥有竞争优势，而在融资与产业组织结构等—对区域造纸产业竞争力有重要影响的因素-处于竞争劣势。

The fifth chapter aims to explain the effecting mechanism of government influencing cluster self-organization-evolvement and the fostering and upgrading of cluster dynamic capacity based on the theory gist of government surpports .The sixth chapter aims to analyse the High-tech industrial clusters of Silicon Valley in American and Low piezoelectricity cluster of Liu shi in zhengjiang province and explains to how self-organization , dynamic core capacity and government surpports effect industrial clusters sustainable gowth.The dissertation's main innovation lies in the following :mechanism model of cluster sustainable growth is constructed under dynamic environment based on self-organization theory and dynamic core capacity theory .
