本文主要是从我国新出口退税政策所发生的经济背景和前提出发，对改革的主要内容进行分析，根据近两年来我国新出口退税政策实施的状况，及其对我国的经济所产生的1定影响，发现现阶段我国出口退税政策所出现的在管理体制和结构上的1些问题，并针对这些问题，提出我国的出口退税政策应该在出口退税的分担机制以及法制规范化等方面不断完善的几项具体建议，不断促进我国的外贸体制改革。

文中首先从电力生产、管理角度出发，指出了研制配变监测终端的重要意义，分析了配变监测终端的技术现状、发展趋势、现场需求以及在配网自动化中的基础地位，提出了满足实际运行要求的装置功能、技术要求；然后对目前常用的同步采样、准同步采样、非整周期采样、非同步采样的方案和算法进行了详细的分析、比较、筛选，确定了非同步采样和顺序采样的方案，并提出了一种寻找过零点从而动态计算每周采样点数的提高精度的采样数据处理方法，文中对装置中电能质量分析、统计、存储的方法以及补偿电容器的控制方案和投切原则也做了重点说明；最后，对应用80C196单片机系统研制的装置的硬件方案、结构以及关键电路和软件设计思路、方案、部分主要软件模块的流程图做了介绍。

With the development of new curriculum reform, in order to have a better implement on inquiry teaching in general middle school physics class, we investigated on practice implement status in quo in Chongqing No 48 junior middle school physics class by using case study ,comprehensive using different methods such as interview, questionnaire, class observation and literature analysis.
