During the process of reformation among the cities with rich resources, the issue of unemployment has gradually become a big problem for reformation. The high unemployment rate causes a large number of work forces to separate from the process of social production, which results in wastage of available labor, increasing instability in society, difficulties to achieve social justice and encumbering the social and economical development.
