Article 6 To obtain a work safety license, an enterprise shall satisfy the following work safety conditions:(1)Having established and improved the responsibility system for work safety,and formulated a whole set of work safety regulations and operating rules;(2)Its investment In safety Is up to work safety requirements;(3)Having set up administrative entities for work safety and installed full-time work safety administrative personnel;(4)The major person-in—charge and work safety administrative personnel have passed the appraisal;(5)The special personnel have passed the appraisal conducted by the competent authority, and have obtained qualification certificates for special operations;(6)The workers have gone through work safety education and training;(7)Having workers insured against work—related injuries in accordance with the law and having paid insurance premiums in this regard;(8)Its premises,worksites,safety facilities,equipment and technology are up to the requirements of the relevant work safety laws,regulations,standards and rules;(9)Having preventive measures against occupation hazards and providing workers with labor protection articles which are up to the national standards or standards of the industrial sector concerned;(10)Having conducted safety evaluation in accordance with the law;(11)Having measures for the testing,assessment and monitoring of sources of grave danger, as well as emergency plans thereabout;(12)Having emergency rescue plans for work accidents,and entities or personnel specialized in emergency rescue.and having necessary emergency rescue materials and equipment; and (13)Satisfying other conditions as provided by laws and regulations.

In the analysis, firstly, the flux boundary condition is used to simulate the frictional heat resource between wheel and rail. The non-steady heat transfer between the contacting surfaces of the wheel/rail, heat-convection and radiation between the wheel/rail and the ambient were all taken into consideration. Therefore, a heat coupling model of the wheel/rail in rolling/sliding is put forward to calculate the frictional temperature rise in the wheel and rail. Secondly, after the temperature distribution of wheel/rail, due to friction, is calculated, substitute the thermal load with equivalent fictitious body force and boundary distributed force loaded on the nodes of the corresponding elements. The wheel-load is applied to the center of the wheel.

首先，用热流边界条件模拟轮轨接触界面的摩擦热源，考虑轮轨间的非稳态热传导、轮轨自由表面与环境的热对流、热辐射的影响，建立轮轨滚动接触热耦合有限元计算模型，分析计算轮轨滚、滑工况下的摩擦温升；其次，以求得的轮轨温度场结果作为求解轮轨应力场的已知条件，轮载以集中力形式直接加载于轮心处，将摩擦温升引起的热载荷等效为假想体力和热边界面力，施加于相应的单元节点上，建立了轮轨热—机械载荷耦合作用的热弹性平面应力模型，分析热—机械载荷作用下的轮轨应力场。

In addition, total wheel/rail contact calculation with divided rail outline method are raised. Under the condition of considering the displacement, bouncing, yaw, roll of wheelsets and displacement, bouncing, roll of rails, minimum gap between rail and wheel were calculated by the trochoid method and divided rail outline method, we can easily judge totally real contact states of the wheel/rail such as normal one-point contact, nonnormal one-point contact, two-point contact and wheel complete lift. Wheel/rail normal forces in the two contact point are respectively calculated by nonlinear Hertz contact theory, and then, result of simulation more close to reality on actual track.

另外，提出了轨廓分区法全面计算轮轨接触状态法，在考虑轮对的横移、浮沉、摇头、侧滚和左右钢轨的横移、浮沉、侧滚的条件下，可全面地分别计算左右侧轨顶和轨侧区域与车轮的最小轮轨间隙量，以此来判断轮轨的真实接触状态：正常的一点接触、非正常的一点接触、两点接触和车轮完全悬浮，并根据非线性赫兹接触理论分别求得两接触点处的轮轨法向力，从而使仿真结果更接近于车辆在实际线路上的运行状态。

After the fact of lessons written in blood and remedial measures adopted, all staffs of the project department have new ideas about safety work, corrected the previous wrong concepts on safety work, had further reflection upon the carelessness caused by the better safety situations in recent years, and realized that it is quite dangerous once your mind has been off the guard. Main persons of the project experienced the handling process of the matter in person, received profound education from the reality, and deeply realized that safety work shall always be put in the first place. Neglecting minor details can also cause major accidents; not only the whole safety work shall be taken into consideration but it shall be done bit by bit; only by carrying out the safety system strictly can the best effect of safety management be achieved, which in no way a lip service just in form; only when all staffs remain conscious of safety strongly all the time, is it possible to do the work of safety better.
