There are 7 chapters in this article.The first chapter generalize the whole article.The second chapter summarize the former research on government management in food safety and evaluation of government achievements.The third chapter introduce the theoretical design of this article. The fourth chapter review the situation of government management,including our country and Zhejiang province.The fifth chapter use the evaluation system of government achievements to evaluate the government achievements of Zhejiang province.The sixth chapter use every county"s pollution-free food date and relative data to research the effective factors on productionalt achievements of organic food. In the last chapter, we get conclusion of the government achievements" evaluation of Zhejiang province and the effective factors of productional achievements in organic foods development.Then we made correlative suggestions on the basis of the research result.

全文包括7章，第1章是导言，包括研究背景、研究目的和主要内容、研究方法和数据来源、研究创新和不足等：第2章综述了前人关于农产品质量安全政府监管和政府监管绩效评估的相关研究；第3章是研究的理论设计，提出了论文的研究思路，建立了农产品质量安全政府监管绩效评估的理论体系和安全农产品生产绩效影响因素的理论模型；第4章是对农产品质量安全政府监管状况的回顾，包括我国农产品质量安全政府监管的主要政策和实施，以及浙江省农产品质量安全政府监管政策和行动两方面；第5章是从农产品质量安全政府监管体系建设、安全农产品生产发展和农产品质量安全状况的监测结果这三个方面对浙江省农产品质量安全省级政府监管绩效进行评估，得出政府监管绩效评估的结果：第6章是对浙江省县级安全农产品生产绩效影响因素的研究，先对县级安全农产品生产绩效进行描述性分析，然后对安全农产品生产绩效影响因素进行实证研究；第7章通过对前文的总结，得出浙江省农产品质量安全政府监管绩效评估结果和安全农产品生产绩效及其影响因素的结论，并在全文研究的基础上，提出政策建议。

This paper also brings forward the strategic target of planning and designing the green system in this region to provide reference and guidance for planning work. Based on GIS, this paper analyzes landscape spatial pattern, dynamic pattern and landscape functional division. And it holds out the planning project to major the structure of green system in the research zone. And that is the core content in this research. There is peculiar sense to represent and extend the psammophyte garden in justifying the agriculture framework in the research zone. So this paper takes the psammophyte garden as a concrete unit to proceed landscape eco-designing.

在对研究区的自然、社会环境及其景观生态基本特征等深入分析的基础上，提出了该地区绿地系统景观生态规划与设计的目标，为规划工作提供依据与指导；在地理信息系统支持下，进行景观生态分类与制图、景观空间格局及其动态分析以及景观功能分区，在此基础上提出研究区绿地系统结构优化的规划方案，这是本研究的核心内容；由于沙生植物园区的示范推广对研究区的农业结构调整具有特殊的意义，因此，本文以白埕村沙生植物园区作为具体单元，进行景观生态设计。

The main contributions of this research lie in that, Firstly, with reference to major research in this field, the study does not confine itself to the common methods used. With the study of the foundermental financial institutions as a starting analysis point, it helps to broaden the view of international academic research on operational risks, and deepen the understanding of the intensions, characteristics and attributes of commercial banking operational risks. Secondly, studying operational risks on the basis of the unique economic and institutional conditions of China and utilizing the concept of operational risks to redissect the risk structure of SOBs contributes to the comprehensive understanding of the root risk structure of China's financial risks and the practical difficulties encountered in the governance of SOBs. It also helps to implore how to combine the international standard rules with the economic development and the financial system reform.

本研究的主要意义在于：第一，博采众长，不拘泥于现有银行风险研究方法，从对基本金融制度的探讨展开分析，有助于拓宽学术界研究操作风险的视角，同时也深化了对商业银行操作风险的内涵、特征和属性的认识；第二，立足中国国情研究操作风险，利用操作风险概念重新解析国有商业银行风险结构，有助于更全面地理解中国金融风险的深层结构和中国国有银行治理的真正困难，为探索如何将国际通行规则与中国经济发展和金融体制改革有机结合开辟了新思路；第三，在理论研究和实证研究的基础上，为商业银行操作风险管理和监管部门监管提供对策，对于操作风险管理和监管的现实操作具有借鉴意义。

It includes seven parts: PartⅠ, as a preface, includes the start-point, purpose, significance of this research and summarizes the relatable study in domestic and foreign; PartⅡ, the design elements, mainly including describes the research method, content, ideas, creativity, feasibility of this research, and the basic characteristics of the sample and related concepts defined and operation.
