This algorithm constructs a 64-D crossband vector according to the characteristics of the decomposed image, and adopts nonlinear interpolative vector quantization and soft computing based codebook generation algorithm. In the process of determining the quantization model of enterprise residual income allocation for human capital, this paper: first, takes the value devoted by human capital as the base point, determines the total amount of enterprise residual income allocation and introduces the economic value added index into this study; secondly, starting with the external factors (i.e. the value devoted by human capital and the negotiating power of human capital and material capital in the enterprise) that influence the proportion of human capital in enterprise residual income allocation, evaluates the negotiating power of human capital and material capital in the enterprise by using fuzzy synthetical evaluation method and puts forward the quantization method and application model for allocating the enterprise residual income between the owners of human capital and material capital; at last, determines the prorate of value devoted by individual human capital on the basis of their respective positions and calculates the amounts for individual human capital to allocate the enterprise residual income in combination with the performance examination for each department and individual human capital in the enterprise.

Reducing the complexity of vector quantization is still a main problem. This paper presents a new algorithm of minimum distortion predicting vector quantization based on intraband and interband correlation. Here the whole distortion of the vector is predicted by the part distortion of the lower frequency coefficient components of vector, resulting in a reduction of 76 percent of complexity.

In the early research, HSV color space is considered to be uniform with human's vision model. Along with the analysis of HSV space, we find the uniform is limited and propose a new quantization method, which is more reasonable to human's vision model. Without decreasing the retrieval performance, the scheme non-uniformly quantizes the color space into 36 bins. Because the quantization result has only 36 bins, the computational complexity is decreased effectively while the performance increases. Relevance feedback is an interactive technique in the process of CBIR.
