The second is consummate the democratic decision-making system, intensify the supervisal of the course of urban planning"s decision-making. The third is constitute the regulation of surveillant, intensify the administrative level"s supervisal of urban planning. The fourth is onstitute the regulation of went behind responsibility, intensify the ex post facto supervisal of urban planning.
