On the basis of systematically reviewing relevant theory and practice about social order and its construction, this paper thoroughly investigates the systematic inspirations of HEXIE Management Theory to the developing theme of establishing and forming harmonious society order, and the value of this theory. With a view of systems engineering and by using HEXIE Management Theory as an instructing idea and analyzing tool, this paper systematically constructs the forming mechanism of harmonious society order from three aspects:(1) the optimization and improvement of government's designing and planning function,(2) the independent evolution of social system under environmental inducement, and (3) the organic coupling between the forementioned two aspects surrounding developing theme. This paper finally gets a HEXIE-Management-Theory-based realization way of the anticipated man-made order, the evolved increscent order and finally the complete order in harmonious society.
