The research of this paper is began with the analysis the geographic spatial character of the UPTN, and designs the UPTN data mode based on GIS. Then, based on the good exhibiting all kinds of topology of the UPTN, and combined with the technology evaluation standards of the UPTN, this paper builds the UPTN planning mathematic model, and puts forward the quantitative calculation of the UPTN evaluation standards based on GIS; brings forward the arithmetic of the optimal path of the UPTN based on the public traffic network storage structure; designs the bus lines grouping management model, and realizes the contradistinctive evaluation of the UPTN planning projects based on GIS.

Relied on the institutional economics, this text will expound elaborate that during the compelling transformation of institutions, the structure of public power has an essential change. On the one hand, government has given up much public power; on the other hand, the cooperation mode between the government, the market and the society has not been perfected. So on account of the unbalance of public power structure, the disfigurement or blankness of the institutions was one of the vital institutional causes of the corruption.

首先以"委托——代理"理论为依托，对"贪污型腐败行为"和"寻租型腐败行为"进行微观的模型分析，通过对"贪污型腐败行为"的效用分析和"寻租型腐败行为"的均衡分析，推导出影响腐败行为的几个主要因素，如腐败的查处概率、政府官员的薪金、惩罚力度、个人的风险态度、租金的来源、市场主体的自主性、对行贿者的惩戒力度等等；接着对当前普遍而复杂的公共权力腐败现象进行深入的制度分析，运用制度经济学的理论，分析我国在强制性制度变迁过程中公共权力架构发生了本质的转变，政府在市场化的进程中一方面确实下放了很多公共权力，但另一方面市场和社会并没有充分发展起新的协作模式以弥补制度变迁过程中形成的制度缺陷或制度真空，因此，公共权力架构的失衡所形成的制度缺陷或制度空白成为了当前腐败蔓延的制度原因。

This project was established based on the first cooperative development of optical in situ real time detecting technique probing the atomic scale layer-by-layer epitaxy growth of oxide film. Over the last three years, we have given full play to the advantages and characteristics of both sides and have finished the assumptions and plans of this subject satisfactorily. 1. In Institute of Physics, we set up advanced oblique-incidence reflectivity difference equipment and wrote one data acquisition procedure that made the simultaneous detection of optical signal and RHEED signal into reality. 2. The first observation of sustained oscillations over hundreds of monolayers in both real and imaginary signals during the epitaxy growth of SrNb0.1Ti0.9O3 on SrTiO3 substrate in LMBE testifies that oblique-incidence is an excellent method to detect and monitor film epitaxy growth real time. 3. For the first time, we verify that oblique-incidence reflectivity difference method can be used to monitor the layer-by-layer growth mode during continuous growth through the correspondence between optical signals to atomic or molecular step edge density on the growth surface. 4. Phenomenological analysis shows that optical signals comprise three parts, the first is proportional to the average thickness of the film and depends on the bulk phase dielectric response; the second is proportional to the coverage of terraces and depends on the dielectric response of atoms or unit cells in the terrace; the third is proportional to the coverage of step edges and depends on the effective dielectric response of atoms or unit cells at step edges. This makes oblique-incident reflectivity difference technique a quantitative macroscopic method to monitor film growth.

中文摘要：本课题是在合作首次发展了氧化物薄膜原子尺度层状外延生长光学原位实时探测方法的基础上立项的，三年来，我们充分发挥双方的优势和特点，圆满完成了课题的设想和计划。1、在物理所建立了一套先进的光反射差法装置，编写了计算机系统的数据采集程序，实现了两路光学信号和RHEED数据的同步采集和显示。2、用激光分子束外延在SrTiO3基底上生长SrNb0.1Ti0.9O3薄膜，首次观测到连续外延几百个原胞层，周期振荡的光反射差实部和虚部信号，证明了光反射差法是一种能原位实时探测与监控薄膜层状外延生长的好方法。3、首次验证了通过对生长表面原子或分子台阶密度的响应，光反射差法可用于原位实时监测在连续生长条件下薄膜的层式生长模式。4、通过唯象理论的研究，证明光反射差信号由三项组成，第一项只与薄膜的平均厚度和宏观光学电介质常数有关；第二项与分子台阶面覆盖度和台阶面上分子层的光学电介质常数有关；第三项与台阶边缘的覆盖度成正比，并和在台阶边缘的分子的有效光学介电常数有关。

It probes into the sity-four-dollar question—the diversity of regional subsidy standard,mainly from the rate division of agriculture insurance and regional difference amont farmer's payment ability. Finally,the objective mode is established for developing political agriculture insurance at different regions.

The result shows that, when a free droplet transfer mode is applied in high-speed welding , the workpiece is heated by the arc throughout the process and thus the molten pool can not solidify in time.As a result, the molten pool is very long, which gives way to the instability of bead formareron and pinch effect of the liquid metal,so that it finally leads to the humping phenomenon. Based on the analysis and experimental result, the short-circuiting transfer mode is suggested to improve the bead formation in high-speed welding .

When the rotation speed is 2 500 r/min and the welding time is 12 s, good joint is achieved, and the tensile shear strength of the joint reaches 9.24 kN. The tensile shear strength of spot increases with increasing tool rotation speed, with increasing welding time, the strength increases first, while then reduces. The microhardness of plasticity zone is high, but is slightly lower than that of the base metal, the minimum value of microhardness is in the heat affected zone. When the energy input of joint is high, the fracture type of spot is mode Ⅰ, and the tensile shear strength is high; on the contrary, when the energy input of joint is less the fracture type of spot is mode Ⅱ, and the strength is low.
