Different owning right enterprises have great differences in the respect of capital scale,product making and selling processes, at last SOEs and COEs' economic interests is much less than that of POEs. Scale economic doesn't exist in SOEs and COEs, POEs have the potential of developing scale economic, furthermore, the new-coming horizontal in the horizontal structure have the good situation.
