This paper are divided into five chapters, it includes: The first chapter introduces the conception and the characteristic of mineral resources, analyses the existing situation and the problems in the course of exploitation ,and opens out the reasons and the background of taxation and fee reform.The second chapter introduces the summary and the theory of the mineral resources taxation and fee, which contains the type、the trait and the general notion of resource taxation and fee、the value theory and the property right of mineral resources、the western communal article theory、the exterior theory and so on, to help us to understand the system deeply from the root of theory.The third chapter analyzes the differences about the taxation and fee institution between the home and abroad, as well as the inspiration for us.

论文正文共分五大部分，具体情况如下：第一部分研究分析了我国矿产资源现状及其开发利用情况与存在的问题，揭示了矿产资源税费制度改革研究的背景和原因；第二部分介绍了矿产资源税费概念和相关的理论基础，包括矿产资源价值理论、矿产资源财产权理论、西方的公共物品理论、"库兹涅茨"曲线理论等，从理论根源来深层次理解矿产资源税费制度的建立；第三部分进行了中外矿产资源税费制度的比较分析，包括中外矿产资源税费制度的具体介绍，分析了它们的不同及给我们的启示；第四部分研究分析了我国矿产资源税费制度存在的问题及其原因。

For giving an explaintion of strong transmogrification but feebleness metamorphism of and their corresponding relation of the Triassic stratum in Songpan-Ganzi area and opening out the temperature and stress condition, this paper summarized study production of predecessors, and put forward 5 conclusions about Songpan-Ganzi area Triassic main lithology(slate, sandrock,and blastopsammitic) through field geological investigation , actual measurement section plane study and combining indoor slice identification , electron probing and fluid enclosure testing analysis:1.Field outcrop strongly transmogrification, and often developed same cleavages(S1) erection or approximately erection 'B'fold and symmetry similituded fold. 2.The metamorphosed mineral combination is simple, and the typical metamorphosed mineral combination is Al+Chl+Ser+Cc+Q, etc. The metamorphosed mineral develops mainly along the cleavages of the territorial cleavages faces(S1), bearing territorial dynamic metamorphism character and belonging to the lawsonite-albite-chlorite face of slightly metamorphism. 3.Territorial metamorphism P-T change focus on T:180～200oC, P:1～2kbar

为了对松潘-甘孜地区三叠系强变形浅变质的特征及变质与变形的对应关系作出解释，揭示变质与变形的温-压条件，本论文总结前人研究成果，通过野外地质调查和实测剖面研究，结合室内薄片鉴定、电子探针和流体包裹体测试分析，对松潘-甘孜地区三叠系主体岩性(板岩、砂板岩、变质砂岩及千枚岩)的变质作用得出5 个认识结论：1、整个松潘-甘孜地区经受了自北向南的强大挤压；2、变质矿物组合简单，除雏晶黑云母外，典型的变质矿物组合为Al+Chl+Ser+Cc+Q等，变质矿物主要沿区域性劈理面(S1)的劈理域发育，具有区域动力变质作用特征，属于低级变质作用中的硬柱石-钠长石-绿泥石相；3、区域变质作用P-T 变化集中在T：180～200oC，P：1～2kbar

Mineral magnetic parameters, including magnetic susceptibility, frequency dependent susceptibility, isothermal remanent magnetization, anhysteretic remanent magnetization, temperature-dependence of susceptibility, were measured on quartzite and surface soil derived from quartzite. The results in combination with the microscope observation indicated little magnetic mineral in quartzite but a few magnetite, maghemite, iron oxyhydroxides in surface soil. The magnetic grains were mainly superparamagnetic and stable single domain. Maghemite is secondary mineral formed in the process of pedogenesis.

通过对石英岩及发育于石英岩之上表土的磁化率、频率磁化率χ(下标 fd、等温剩磁、非磁滞剩磁ARM0、k-T曲线等磁学参数测定和石英岩显微镜下观察，结果表明，石英岩中磁性矿物含量极少；表土中含磁铁矿、磁赤铁矿、铁的氢氧化物等磁性矿物，磁性矿物主要以稳定单畴(SSD和超顺磁性颗粒形式存在，磁赤铁矿是石英岩在成土过程中形成的次生矿物。

Having reviewed both domestic and international dissertations about resource pricing theories, compared domestic with foreign practices, stepped on the base of domestic realities, the author of this dissertation analyzes the pricing system of mineral resources both from theories and from its practices:First, analyzed China's current governmental pricing system and its effect on the market, and found some regulation problems such as inadequation and excession. Second, compared different mineral resources pricing methods and its effects on the market, and suggested new mineral resources pricing system for China. Third, raised some suggestion on how to regulate and manage through government administration in this new pricing system.

A new general kinetic equation was derived in which the effect of the removal of condensation water was taken into account completely, and was applied to the polyesterification kinetic study of AA/HPHP and AA/NPG. It was found that the reaction order of self-catalyzed polyesterification was not constant. For these polyesterifications, the reaction order was 2.5 at a low temperature, while 3.0 at a high temperature.
