The author did a simple survey of retrieving literature by using keywords as "information literacy" and "information quality" on Science and Technology Periodicals Inventory of Chinese from 1989 to 2006, there were 1691 topics for "information literacy" and 1796 topics for "information quality". But if "Western" was subjoin to keywords, there were only 6 topics fetched, and 4 of them studied the middle school students' information leteracy.

目前关于信息素质培养的研究如火如荼，笔者就此做一个简单调查，在《中国科技期刊数据库》分别以"信息素养"和"信息素质"为关键词检索1989年至2006年的文献，检索结果分别为1691篇和1796篇，但是在结果中以"西部"为关键词分别进一步查找，均只有3篇，其中4篇是关于中学生信息素养培养的文章。

Essentially, this paper shows that the findability"s degree of network information resource and the satisfaction of user"s information need are two sides of one contradiction. The key of resolving the problem is not only the traditional information organization facing the network information resource itself but also needing the intelligence workers to consider users and the interactive between "World III" and "World II" more. The form of interactive is the information retrieval behavior of network users.

After the Dempster-Shafer theory, the DSmT and the neutrosophic theory have been introduced, the multi-source information fusion based on belief assignment has been analyzed in this paper from different points of view, such as the quantitative information fusion and qualitative information fusion, the equally reliable information fusion and inequally reliable information fusion. To extend the fusion technology, the quantitative/qualitative neutrosophic belief assignment and combination rules have been proposed following the connection of DST, DSmT and neutrosophic theory.
