This thesis learns from the practical experience of the state fiscal expenditures in the developed country. Firstly, it analyzes the status quo China"s fiscal expenditure structure. Then considering the actual conditions of our country, this thesis deflates and deals with the number of 27 observations on our country"s fiscal expenditures constitute projects from 1978 to 2004 and economic growth by using various econometric methods, and grasps the contribution degree of fiscal expenditure, especially productive expenditure, to the economic development through the empirical analysis of fiscal expenditure projects contributions to economic development.

本文借鉴了发达国家财政支出的实践经验，首先对我国财政支出结构的现状进行分析，接着对我国1978年至2004年的财政支出构成项目和经济增长27个观测值进行数据处理，再结合我国实际情况，通过建立含滞后项的计量模型和方差分析等各种方法，实证分析了财政支出结构项目对经济增长贡献，把握了财政支出尤其是生产性支出对经济增长的贡献程度。

The thesis emphasizes the planning management practice, and at the same time according to the cognitive route of "practice—theory—practice", grasps mainly the space influencing mechanism of city growth management. Based on the content of the growth management——including the location, speed, scale and mode of city development, the thesis analyzes empirically the mechanism of location choice, sequence control, speed adjustment and gross control, and stresses the logical relation between city growth management and urban growth and evolvement. Taking space as angle of view and focalizing on strategy, the research combines space-planning strategy with the analysis of the game between different stratum. It applies to the emending of city master plan in good time, and has proved practically effective.

本论文在侧重规划管理实践的同时，按照&实践一理论一实践&的认识路线，以中观视野切入，着重把握城市成长管理的空间影响机制，以成长管理的内容——包括城市发展区位、速度、规模、模式等为基点，对城市成长管理的区位选择、时序把握、速度调节、总量控制等机理进行实证分析，研究注重梳理城市成长管理与城市成长与演化的内在逻辑关系，以空间为视角，以城市成长管理为主线，以空间策略为重点，最终将空间规划策略融合到分析社会各阶层利益集团的博弈中去，并适时应用于城市总体规划的修编中去，收到了良好的实践效果。

Huo's mouth opens wide and he thinks he will be hauled away like a weak hen. But, all of a sudden, several shines from weapon flashes and three long hooks are cut in a blink!

The practical and theoretical significance of this study is concluded as the following three aspects: 1 the application of SFG's metafunction theory grasps the language patternings that encode the writer's perspective in fiction; 2 the adoption of SFG's conception of meaning potential and context facilitates the insight into the stylistic value of those foregrounded language patternings; 3 the focus of this approach on both the formal and semantic dimensions of perspective strengthens the grasp of perspective's essence and enhances the study of perspective in fiction.
