With the guiding principle of decentralization of the enforcement power, the fundamental Regulation, Council Regulation 1/2003, was first promulgated and followed by Commission 773/2004 as well as other six supplemental Notices in sequence, those of which together had become the content of the so called "Modernization Package" By way of this reform, the enforcement of EC anti-trust law would be more integrated into the legal system of the individual member state, and the competition law culture would be spread more widely and rooted more deeply; and meanwhile, the Commission could get rid most of its enforcement burden and concentrate on the truly seriously anti-trust law-violated cases, which is contributable to the development of the EC competition policy.
