Article 39 The administrative department of agriculture of the peoples government at the county level or above may, in its agricultural product quality safety supervision and inspection, make on-site inspections on the produced or on-sale agricultural products, investigate and know about the relevant information on agricultural product quality safety, consult and photocopy the records and other information relevant to agricultural product quality safety, and shall be entitled to seal up or distrain the agricultural products which are found from test to fail to meet the agricultural product quality safety standards.
