InChapter7, this paper discusses the system of evaluation of the performance ofdevelopment zones. At last, based on the analysis above and the present situation ofOptical Valley in Wuhan, Hubei province, the author estimates the performance ofoptical industrial clusters in Optical Valley, and puts forward to the advices about thegovernment, the mood and the policies of optical industrial clusters in OpticalValley.

In this paper, based on the algorithm in YFK-CNN, we use the definition of hyperbola, divide the query space into several sections to delete the unsuitable space, furthermore, we develop several asymptotes from the definition of hyperbola, simplify the hyperbola based filter strategy in the search space.

On the basis of getting the true and reliable monitoring datum, the methods of diagnosis algorithm based on state predicting are also discussed in this paper. A method based on BP artificial neural network is presented. A diagnosis model is also designed and emulated. The paper developed an insulation parameters automatic test system of high voltage capacitive equipment based on LabVIEW. In the chamber, On-line tanδmeasurements of the capacitive transformer bushings were completed. The effects of environmental factors on tanδwere analyzed, and the curves between the tanδand the environment parameters were acquired. Then, a grey relational model to analyze the effects of main environmental factors on tanδwas built, and the grey relational grade between them was gained in this paper.
