(一)斡旋(Good Offices)是第三方为促成当事国直接谈判而进行的各种活动,以促使当事国开始或重新谈判,但第三方本身不参加谈判,也不提出任何解决争端的方案.

参加谈判的成员达成了一项"临时"(interim)协议,并准备在1997年继续进行谈判. 作为1995年谈判的结果,29个WTO成员(欧盟作为一个成员)改进了其具体承诺,并且/或者取消、暂停实施或减少了金融服务方面最惠国待遇适用的例外.
